Description:
In conjunction with the Arts Officer and other members of the Arts Office Team, the Assistant Arts Officer – Community Arts will:
- Take lead responsibility for the implementation of specified projects that enhance the professional development and sustainability of artists, creatives, arts organisations, and arts festivals within the county.
- Support the progression and facilitation of the Kells Creative Placemaking: ‘The Bigger Picture’ project (KCP).
- Work with the Arts Office team to support the design and delivery of a variety of Arts Office targeted community programmes and policy initiatives.
- Assist with the development and implementation of the Arts Office MAMU/FÉACH artists training and mentorship programme.
- Assist with and contribute to the implementation of the County Arts Development Plan. This includes sourcing and providing specialist advice and information, programme design and scheduling, devising contracts, monitoring, assessing and evaluating performance against agreed targets, and ensuring that the necessary financial and management systems are in place.
- Assist with annual funding applications and source additional funding as appropriate.
- Assist with the management of the Meath County Council Annual Arts Grants, Bursaries and Awards Schemes.
- In consultation with the County Arts Officer manage, evaluate and assess the impact (social and economic) and delivery of programmes to inform forward planning and decision making with particular focus on KCP.
- With the County Arts Officer, identify, negotiate, develop and maintain partnerships, within the local authority, with external agencies, networks and individuals ensuring clarity over respective aims, roles and responsibilities to grow resources for the sector.
- Prepare documentation and reports as appropriate.
- Manage specific budgets as appropriate.
- Take responsibility for Corporate Governance, relating to the Arts Development programme, including Social and Cultural Inclusion, Child Protection, Health and Safety.
- Have a good knowledge base of and contribute to the development, implementation and review of local, national and international policy relating to Culture and Arts development, as it applies to the Local Authority Arts Service.
- Represent the Arts Service and Meath County Council at internal and public meetings, events and functions, as required.
- Carry out all duties in compliance with appropriate procedures including the maintenance of records and information.
- Ensure the public sector equality and human rights duty is met, eliminate discrimination, promote equality, and protect human rights for service-users.
The role will accelerate the realisation of the ambitions of the Meath County Arts Development Plan, Kells Creative Placemaking Project and the Meath/Arts Council Framework Agreement. It will allow for more insightful, strategic development of key areas within the Arts Plan and Framework. The role will allow the Council’s Arts Office to meet service demands ensuring diversity and inclusivity across programmes and artists support initiatives.
The role requires the person appointed to work in a flexible manner in line with the organization’s corporate objectives and the nature of the role and to be willing to perform such other appropriate duties in relation to the arts in the region as may from time to time be assigned by the Council, including work at evenings or weekends as required.
