The Role

Applications are invited for the position of Category Manager Offshore Wind (OSW) Projects in the Engineering &Technical Services Category Team in Enterprise Services Procurement. The Category Manager influences and implements strategy and manages change for his / her assigned categories of spend. He or she manages, develops and implements business plans, policies and procedures for cost effective delivery of business goals.

The Category Manager in collaboration with their colleagues in the business (primarily Generation & Trading and Engineering & Major Projects), will be responsible for procuring materials, works and services that achieve best value for money, while ensuring compliance with EU Directives, Statutory Regulations, internal procedures and applicable procurement law. In support of ESB’s strategic objectives of decarbonising electricity, building resilient infrastructure and empowering clients, he or she will focus on the more complex and strategically important contracts and will provide expert advice to Procurement team members and colleagues in the business.

Key Responsibilities

Working with the Engineering and Technical Services Procurement Manager, ES, the Category Manager will be accountable for a range of strategically important procurement categories vital to the success of ESB’s strategy “Driven to Make a Difference: Net Zero 2040”.

  • Provision of strategic advice and a high-quality service to the business, including the development of business-critical strategies and plans for OSW Projects
  • Providing leadership and direction for their categories of spend, including advice in relation to source planning, appropriate tender strategies, contract management and vendor relationship management.
  • Responsible within their team for the administration and management of all relevant tendering processes for their assigned areas of responsibility. The successful candidate will, as required manage a Category Team within Procurement and be involved in an interesting and varied mix of commercial work.
  • Manage a range of strategically important categories of spend, and a team of Category Buyers as required, in line with business and sustainability objectives.
  • Lead industry / market analysis and risk management activities for their respective categories.
  • Use procurement and market knowledge to provide leadership and direction for these categories of spend.
  • Play a pivotal role in the management of our business-critical suppliers/contractors and supply chain risk management in their area of responsibility, as ESB responds to volatile market conditions and supply chain disruptions.
  • Develop strategic procurement plans and build quality relationships with internal and external stakeholders (including key vendors/suppliers and JV Partners).
  • Conduct tenders, and manage the entire selection process, including heading commercial negotiations, debriefing unsuccessful tenderers and providing contract management support to the business users and contract owners.
  • Take a leadership role in relation to procurement procedures and processes and the development and implementation of corporate policies.

The role also includes responsibility for the input to/development of procurement policies and procedures, including input to the Governance Control Frameworks for OSW Joint Ventures. The Category Manager will also work closely with the wider Procurement Management Team to support the development of overall corporate procurement policies. The Category Manager is the lead role in ensuring system and procedures are in place to support an efficient and compliant procurement function.
