Description:
The appointment of a Clinical Director is a new role at the hospital and is necessary due to the ongoing development and expansion of the hospital’s rehabilitation services. The Clinical Director will provide strategic and operational leadership for all elements of clinical services provided at Clontarf Hospital. The primary goal is to achieve the best clinical outcomes and experience for patients within the available resources at the hospital. Staff at the hospital are engaged in a significant amount of quality improvement initiatives and the Clinical Director will promote and enhance this culture of clinical excellence through continuous quality improvement and other safety initiatives. This will ensure there is formal quality approved safe pathways of care for patients at the hospital. The Clinical Director will lead on development and critical review of key performance indicators (KPIs) and other performance metrics. In liaison with the Chief Executive Officer and the Executive Management Team the Clinical Director will oversee the quality of care and medical services at the hospital. The Clinical Director has the following core responsibilities:
- The primary role of the Clinical Director is to ensure efficient, effective and optimal safe delivery of patient care at the hospital.
- Monitoring of cross hospital governance arrangements and medical cover.
- Securing the day-to-day operational delivery of high-quality care supported by the appropriate policies and procedures and pathways of care.
- To deploy and manage consultants and non-consultant hospital doctors (NCHDs), plan how clinical services are delivered, contribute to the process of strategic planning and influence and respond to organisational priorities.
- Monitoring and controlling actual performance of the medical department against planned clinical business and budgetary performance indicators.
- Securing the day to day (operational) delivery of high quality, efficient, clinical and patient services and ensuring that corporate objectives and standards are met.
- The Clinical Director will define the post-acute rehabilitation service and pathways of care and liaise with referring hospitals in the referral processes so that appropriate referrals are made.
- Identify service development priorities within the annual budget.
- Implement the clinical audit function in the department.
- Develop practice plans with individual consultants and NCHDs to encourage ongoing professional development that contributes to improved patient outcomes. Foster a culture of teaching and research at the hospital.
- Foster and develop team working within the department and between colleagues within other hospital departments.
- Implement measures to meet accreditation requirements and national standards in the national clinical care programmes as they apply to services at Clontarf Hospital.
- Ensure compliance with mandatory education and training requirements for medical staff.
- Take responsibility for clinical effectiveness and outcomes including management of adverse events.
- Work closely with the Risk Management Department in all matters related to risk and incident management.
QUALIFICATIONS/EXPERIENCE
Required
- Have valid registration with the Irish Medical Council at Consultant level
- Have a minimum of 5 years Consultant experience ideally in geriatric or medical specialities in an acute hospital in geriatric or acute or rehabilitation medicine.
- Have a higher degree in an area relevant to the role
- Experience of leadership and senior management skills
- Possess enough administration capacity to discharge the functions of the grade
- Ability to produce high quality documentation and reports
- Experienced in producing high quality documentation and reports preferably at Board level.
- Sound background in and knowledge of the Health Services Sector
