Clinical Nurse Manager

 

Description:


This will involve close consultation between with the patient flow team and CNM’s for Oncology/Haematology in-patient and out-patient ward areas. The CNM2 will assist theCNM3 and Directorate Nurse Manager in the implementation of the bed management policy by:

 Working in close collaboration with the Consultants and other relevant personnel to ensure that the service provided is managed within the allocated resources.
 Controlling the utilisation of patient accommodation in terms of placement of patients, case mix, and when necessary public/private accommodation mix.
 Deciding how to organise the admission and discharge procedure for the patient.
 Raising with the Consultants and other senior medical staff any problems which their policies/practices or decisions are for his/her and the staff, and reporting matters to Directorate Nurse Manager if problems continue regarding bed usage.


 WORK TO BE DONE AND WORKLOAD ESTIMATION 

 On a day to day basis the CNM2 decides and allocates the work to be done by staff nurses, student nurses and ward attendants based on the needs of the patients and the capability of the staff.
 Implements a systematic method for the assessment of individual patient’s needs and ensure proper documentation of same.
 Estimates workload based on patient nursing needs in agreement with the unit system policy on same.


 STAFFING AND MANPOWER PLANNING 

 Prepares weekly duty rosters for each shift, taking into consideration holiday, study leave and other control limits.
 Plans and allocates nursing teams with appropriate staff numbers, skill mix and level of experience in such a way that will meet the workload and ensure continuity of care.
 Arranges staff meal breaks in consultation with staff nurses.
 Supports and supervises nursing staff and other support staff in carrying out their allocated clinical duties to the required standard.
 Decides who is to be in charge of the department in his/her absence and ensures that staff and patients know of the arrangements.
 Advises the Directorate Nurse Manager or Senior Nursing Manager on duty when staff levels fall below or are in excess of that considered to be adequate to meet variations of workload.
 Advises the Directorate Nurse Manager on the total complement of staff needed and the mix of qualified/unqualified staff to recommend by using the National Framework for safe Staffing.


 PERSONNEL 

 Promotes nurtures and maintains a high level of staff morale hence promoting team spirit and job satisfaction among nursing and other staff within the ward.
 Implements welfare and safety policies in the ward.
 Receives visiting professionals and lay visitors to the department.
 Participates in the interviewing and selection of nursing staff for the department.
 Participate in the development of an orientation programme for staff and implements and evaluates same.
 Ensures that all staff practice nursing within the code set for the profession by NMBI.
 Carries out development and performance review interviews with individual nursing staff, using job specifications and performance appraisal review documentation in accordance with nursing policy and records judgement about the performance of each individual staff member.
 Identifies abilities and recommends staff for promotion to permanent and senior positions.
 Recommends to the CNM3/Directorate Nurse Manager the transfer of staff from the Department.
 Decides how to deal with behaviour outside acceptable limits, for whatever reason (i.e. emotional upset in staff, brusqueness to patients or colleagues, undignified behaviour, absenteeism, late attendances, conflict, grievance, discipline and industrial relations); and seek advice where necessary.
 Ensures that all staff know disciplinary and grievance procedures. Handles staff complaints, grievances and disciplinary matters in accordance with hospital policy and reports to the CNM3/Directorate Nurse Manager as necessary serious or unresolved issues.
 Investigates incidents and accidents involving patients and staff. Reports these verbally and in writing to the CNM3 and Directorate Nurse Manager.
 Advises trained staff in the management of the Ward and delegate’s specific appropriate management of duties for the day to day implementation of specific services to the CNM1.
 Monitor absenteeism and sick leave episodes and where appropriate discuss any problems with staff and provide advice or assistance. Ensure that all staff are aware of the hospital sick leave policy.


 EDUCATION/STAFF DEVELOPMENT 

 Assesses and identifies training and development needs for nursing staff within the ward, sets objectives for such learning, recommends these to the CNM3/Directorate Nurse Manager and contributes to the development of training programmes where appropriate.
 Identifies teaching/learning opportunities within the department.
 Plans, implements and evaluates:-
 Staff development programmes to support new clinical services;
 Post graduate training programmes as pertinent to the ward where necessary;
 Participates in clinical ward induction training of all new nursing staff ensuring that staff nurses receive sufficient theoretical and practical training to make them safe practitioners.
 Ensures the agreed hospital specialist administrative and clinical policies and procedures are known to and understood by the staff and are implemented.
 Provides for teaching, counselling and training of learner nurses.
 Ensures that nurse training requirements are met.
 Participates in and implements the ongoing assessment of student nurses in consultation with Nurse Tutors and in accordance with The Nursing and Midwifery Board of Ireland regulations.
 At all times acts as an effective role model by demonstrating skilled nursing care in the clinical situation for staff and student nurses.


 CLINICAL NURSING PRACTICE 

 Develop and maintain protocols specific to the care of Oncology patients and the administration of chemotherapy.
 Uses a framework and model of nursing to assess individual patient needs consistent with hospital nursing policy.
 Ensures that appropriate nursing care is planned for individual patients based on need assessment and that each individual patient receives prescribed treatment and nursing care, encompassing medical instructions and in conformance with established procedures and standards of care.
 Reviews patient care plans for appropriate patient goals, problems, approaches and revisions based on nursing needs.
 Ensures that verbal and written nursing reporting systems are accurate and adequate.
 Ensures that accurate nursing reports accompany patients who are being transferred to referring/other hospitals.
 Ensures clinical competence of staff in performing clinical activities.
 Introduces new clinical practices or techniques in an appropriate manner.
 Maintains personal clinical skills by performing nursing care.
 Directs, supervises and mentors the nursing staff in the management of nursing care i.e. providing professional and specialist advice on the provision of nursing care and demonstrates practical nursing skills.
 Ensures that patients and relatives are appropriately informed and counselled regarding their condition, short and long term treatment/care plans and that they are adequately educated, trained and rehabilitated.
 Applies research findings, as appropriate, to defined patient populations.
 Participates in research when necessary.
 Attends and participates in multidisciplinary ward rounds and meetings.
