Commercial Development Officer

 

Description:

The duties of the office are to give the local authority and
(a) to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Act, 2001, is Chief Executive and
(b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph.
Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate executive, supervisory, advisory and ancillary services as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the office will, if required, act for an officer of a higher level.

The Commercial Development Officer will be part of a multi-disciplinary team working within the Economic Development Directorate of the Council. This team works across Council departments, Government departments and agencies, the business community, external stakeholders, and joint venture partners. The successful candidate will while reporting to the Director of Service be required to work on all stages of initiatives / projects from inception to completion and onward management including: • The conceptual scoping of projects / initiatives and the procurement of preliminary supporting reports of a technical, socio–economic or financial nature where necessary. • The establishment of an overall project budget including all consultancy fees, construction, and any other related costs for agreement at Director and Chief Executive level.

  • Carry out a capital cost project appraisal in line with Government guidelines.
  • The preparation or the commission of business plans in support of initiatives or projects.
  • The preliminary negotiation of leases, rental agreements, development agreements and potential joint venture relationships, as part of any organisationally approved project / initiative.
  • Prepare effective asset governance controls in particular risk management, financial management and budgetary controls and procedures across the portfolio of council commercial assets.
  • The preparation of cohesive, interdependent, and supportive marketing and management frameworks across all of the Council’s commercial assets.
  • The establishment of asset management structures that best protect the ownership interests of the Council while maximising revenue generating opportunities.
  • The identification and development of future opportunities to monetise the property assets of the Council in a manner which supports its corporate objectives and brings benefits to the citizens of South Dublin County.
