Asset Development is tasked with identifying, developing and constructing new investment opportunities on behalf of ESB Group. The Offshore Wind Team within Asset Development has successfully developed, or is in the process of developing, a number of projects in the UK and Ireland, and is actively seeking to acquire or develop further projects in both Ireland and abroad. Asset Development activities comprise identifying and developing opportunities to enhance and expand the generation portfolio to achieve ESB growth targets in line with its Net Zero strategy. Projects are managed from development through construction to commercial operation.The successful candidate will be responsible for managing ESB’s interaction with all relevant offshore wind project stakeholders and all associated activities. The CLO will work closely with team members across the various business units within ESB. This is a critical, public-facing role within the overall Offshore Wind and Alternative Fuels team as the successful candidate will ensure the projects can progress in line with the delivery strategy for Asset Development. The successful candidate will be highly motivated, innovative, and have a track record of successful stakeholder engagement.

  • Manage and co-ordinate liaison between ESB and all relevant project stakeholders;
  • Establish a strong, positive working relationship with project stakeholders;
  • Develop and co-ordinate a Stakeholder Engagement Plan for each project in collaboration with the existing Offshore Wind team;
  • Manage and co-ordinate updates to project stakeholders via the dedicated project websites, ESB Group social media accounts, newspaper ads, targeted advertising, etc.;
  • Manage the build of websites, with the assistance of internal ESB IT, for newly identified offshore wind projects;
  • Manage the projects’ mailboxes and respond to all correspondence;
  • Manage the projects’ stakeholder logs ensuring a comprehensive record of all public engagement is recorded;
  • Oversee, propose and advise on stakeholder engagement initiatives;
  • Communicate on behalf of ESB with government departments, academia, industry bodies, local Councils, and other developers with respect to commercial fishery matters;
  • Manage the development and build of project virtual consultation rooms;
  • Organise and host project webinars;
  • Organise and host face-to-face public exhibitions;
  • Develop and enhance ESB's existing social media engagement on offshore wind;
  • Review and propose options for investment by ESB in community enhancement initiatives;
  • Attend events where there is the appropriate opportunity to inform the public of ESB’s offshore wind projects;
  • Provide support and input to other team members as necessary on public engagement;
  • Promote and foster a culture of respect for, and appreciation of, offshore wind community engagement within the project teams and throughout the ESB AD business unit;
  • Work closely with Project Directors, Stakeholder Managers, and the consents team; and attend monthly project and risk meetings with the wider Project Team;
  • Regular reporting to the Stakeholder Manager, Project Directors, ESB AD management team and the relevant Project Boards, ensuring that the Board Members are informed of relevant risks and issues across the programme and that required decisions are taken in the necessary timeframe.
