Description:
The Facilities Operations Lead will be responsible for all operational activity within the Facilities Department. They will work closely with the Facilities Manager and the other members of the Facilities group to deliver a best-in-class service to our clients.
Reporting Structure
The Facilities Operations Lead will report to the Facilities Manager. The Facilities Maintenance Coordinator will report to Facilities Operations Lead.
Key Responsibilities
The Facilities Operations Lead will be responsible for each of the following:
Safety
- Contractor Management – Develop the Contractor Management System. Ensure all contractors details are on the system and that the processes are in place to ensure these are kept current
- Permit Systems – Ensure the correct permit processes are in place for all facilities repairs, maintenance and construction works to prevent business interruption and ensure the highest standards of Health and Safety
- Lead and manage the statutory examinations. Ensure all equipment is compliant e.g. passenger lifts, pressure vessels etc
- Undertake the role of PSDP / PSCS on behalf of Tyndall for minor works
- Be a champion of good Health and Safety practice
Electrical systems
- MV/LV Switchgear and powers distribution systems. Ensure all systems are maintained correctly. Plan and schedule the Annual electrical shutdown
- Generators and UPS Systems. Ensure these are maintained correctly and are tested regularly to ensure critical systems have back up at all times
- Lighting including Emergency Lighting. Ensure statutory compliance is achieved
Life Safety & Building Protection
Manage each of the following including the generation of tenders for specialist service providers as they come up for renewal:
- Sprinkler Systems
- Smoke Control Systems
- Fire detection & alarm systems
- Gas detection & alarm systems
- Fire suppression systems
- Firefighting equipment
- Fire doors & shutters
- Water leak detection & alarm systems
- Remote alarm monitoring system
Building Fabric Management
- Ensure that PM routines and specialist service providers are in place to maintain the building fabric, taking special consideration of the conservation responsibilities
- Lead minor works projects as required including design, construction, health & safety, financial, procurement, and project management
- Owner of the flood defence systems and procedures
Asset Management System
- Manage the CMMS system. Deliver weekly KPI report
- Extend the Asset Management system to include all level 2 assets
Commercial Cleaning Contract
- Manage the Cleaning contract in partnership with the specialist service provider. Complete routine audits
Security
- Serve as point of contact for Tyndall and the UCC Duty Officer. Work collaboratively to ensure all security processes are completed as required
Work Request System
- Manage resources for the completion of works. Ensure weekly reports are issued
Access Control Hardware
- Manage contract including system upgrades and new installations
CCTV
- Manage contract including system upgrades and new installations as well as statutory compliance
Additional Responsibilities
- Ensure compliance with Tyndall's Quality Management, and Health and Safety standards
- Perform additional duties as required within the scope of the post
Essential Criteria
- QQI Level 8 qualification in Mechanical/Building Services/Electrical Engineering, Occupational Health & Safety or similar relevant discipline
- 10+ years relevant FM experience
- Detailed knowledge and practical hands-on experience of electrical distribution systems including the management and maintenance of MV & LV switchgear
- Detailed knowledge of cleanroom operation e.g. AHU operation, environmental condition control including humidification/dehumidification, pressure cascade control, particulate requirements, fabric management
- Asset Management - Detailed knowledge and experience of preventative maintenance planning, asset criticality plans and work management processes utilising CMMS/CAFM software such as Pemac, SAP, eMaint
- Detailed knowledge and practical experience of managing relevant Health & Safety legislation in relation to contractors in construction and maintenance work
- Project Management qualification – PMI or similar
