The Organisational Risk and Resilience Team is responsible for developing and implementing Uisce Éireann’s (UÉ) Organisational Risk Management, Policy and Framework and assisting the business in ensuring that appropriate risk management processes are in place to identify, measure, monitor and report their risk profile.

The function ensures that an appropriate Resilience (Crisis Management and Business Continuity) policy and framework is designed, implemented and operated across the organisation to minimise the impact of business continuity or crisis management events. The function will also support the development of the UÉ management systems model in line with ISO standards and including the provision of its core support processes (i.e. Corrective/Preventative Action Management and Document Control)

Main Duties and Responsibilities:

  • Develop the risk & resilience (incorporating Enterprise Risk Management, Crisis Management, Business Continuity and Management Systems) function capability and maturity to reflect the nature, scale and complexity of Uisce Éireann
  • Support the company’s compliance with relevant requirements in the Code of Practice for the Governance of State Bodies and ensuring Risk and Resilience compliance to all relevant national directives & legislation.
  • Define and oversee the delivery of an overall Risk & Resilience Strategy and supporting plans, policies, procedures and standards, for Uisce Eireann, supporting the effective risk management, response management, business continuity and management systems design, which include defining the Risk & Resilience metrics/targets, objectives and governance for this area.
  • Ensure the effective delivery of the Risk Reporting and Governance model for Uisce Éireann, and work with the Executive Team and Business to ensure the timely and appropriate documentation and communication of risks up to and including Audit and Risk Committee and Board.
  • Oversee and drive any major risk framework or Resilience Framework reviews and independent reviews (or those required by the Code) in alignment with best practice (ISO standards), including updating of relevant policies and strategies and management of senior stakeholders both internally and externally.
  • Design, drive and continuously develop the Risk Appetite framework for Uisce Eireann, and ensure this is set by the Board on an annual basis. Oversee the effective management of all major UE Crisis events and major crisis & incident review structures and management of senior stakeholders both internally and externally.
  • Accountable for shaping and embedding an integrated approach to management systems, driving alignment from a policy and strategic level and overseeing the management of related internal/external company audits.
  • Partnering with the business, challenge and support managers to ensure they actively manage and mitigate for key risks and business disruptors across Uisce Éireann
  • Accountable for developing key programmes that focus on high risk disruptors such as a Cyber Resilience.
  • Maintain a proactive and independent voice in terms of highlighting risks and exposures that need to be addressed.
  • Nurturing, developing and promoting a Risk & Resilience Aware culture within the company through effective leadership and driving risk and resilience strategy culture initiatives and through championing integration of risk and resilience with other risk and resilience management activities at all business levels.
  • Develop and maintain relationships with external stakeholders (eg. Operational Risk & Resilience networks, Regulators, Government, Auditors)
  • Ensure best practices and innovation in operational risk & resilience are implemented across Uisce Éireann
  • Lead, motivate and develop the team responsible for all areas of Organisational Risk & Resilience
  • As a senior leader in UÉ, display visible and high impact leadership and promote a culture of collaboration and alignment with all areas of the organisation
  • Represent the company at relevant public events / conferences
  • Maintain responsibility for function’s overall budget
