Description:

This includes the provision of informed advice on all matters (regulatory and statutory) relating to health, safety and welfare. The post holder will be an integral member of the Quality & Safety Directorate supporting the hospitals Quality and Safety Programme.

Responsibilities:

  • Liaise and work with departments and directorates on all matters pertaining to occupational health & safety at work
  • Assist in the preparation, co-ordination and response to regulatory inspections including the HSA, Fire Authority and HIQA
  • Develop and review policies, procedures, guidelines and safe systems of work relative to health and safety in the workplace
  • Completion of all categories of risk assessments such as physical, chemical and biological risk assessments in supporting the development of department and directorate Risk Registers.
  • Work in collaboration with the hospitals fire safety consultant on matters relating to fire safety
  • Provision of quantitative health and safety data to the Quality & Safety metrics report
  • Support the hospital in achieving JCI Accreditation
  • Investigate serious incidents and near misses relating to the safety of patients, staff and visitors. Report accidents and dangerous occurrences to the appropriate regulatory bodies in accordance with legislation.
  • Work in collaboration with the Risk & Legal Department on incident reporting, management and employee liability claims
  • Review and monitor incident trends and provide quantitative data as required
  • Identify training needs with managers and facilitate the provision of health & safety training for the departments and directorates
  • Develop and implement safety awareness training programmes and to work in collaboration with the Learning and Development department on the provision of safety training programmes on the BORIS platform
  • Deliver Inanimate Manual Handling Training, Corporate Induction Programme, Sharps Awareness Training and other safety training programmes as required
  • Provide real time data on staff attendance at mandatory H&S training to assist directorates & departments in achieving their targets
  • Represent the Health and Safety Department on corporate and departmental committee meetings and to provide quantitative reports, as required
  • Be an active member of the hospital Staff Safety Committee
  • Develop and promote safety awareness campaigns
  • Co-ordination of the hospitals fire training & fire audit programme in consultation with the Fire safety consultant.
  • Work in collaboration with the Technical Services Department on matters relating to fire safety for minor and capital projects
  • Assist in the co-ordination and delivery of the Fire Evacuation programme and the testing of the fire alarm system
  • In consultation with the Dangerous Goods Safety Advisor (DGSA) assist in advising the Hospital on their legislative requirements for the packaging, labelling and transportation of dangerous goods
  • Co-ordinate and support directorates and departments in preparation for annual DGSA audits
  • In consultation with the DGSA co-ordinate the submission of the Statutory Annual Report on the packaging, labelling, and transportation of dangerous goods from Beaumont Hospital to the hospitals DGSA
  • Management of the ADR Road Transport Documents and Certificates of Destruction
  • Provide health and safety advice from design stage to construction stage for capital and minor project work, ensuring that all deliverables in accordance with health and safety statutory requirements are complied with for all capital projects. This includes method statement reviews for construction works.
  • Deputise for the Health & Safety Co-ordinator in their absence on all matters pertaining to occupational safety and health.
