Description:

The ICT Department provides a wide range of ICT services to Clare County Council and its customers. As such, due to the dynamic nature of ICT, and the changing business requirements within the Council, all ICT posts require a flexibility to work in other IT roles as needs require.
The principal duties and responsibilities will be to perform such duties appropriate to the post of ICT Analyst Developer (Networks) that may be assigned by the Head of Information Systems or Project Leader network and shall include but not limited to the following duties:

  • Support the Councils network infrastructure including wireless and fixed telecommunications links and devices, network switches and routers, VLAN’s, VOIP, servers, desktops, hyper-converged infrastructure, disaster recovery, managed print services and associated software.
  • Managing the ICT ServiceDesk and management of ICT network support team
  • Configuration and administration of Microsoft Office 365 and Microsoft Azure.
  • Enforce, implement, and support the Council's network security, including firewalls, antivirus, patch management, backup, and disaster recovery systems.
  • Implementation of Information security controls
  • Implement network expansions and upgrades
  • Manage the rollout, Implement, and upgrade software and hardware systems.
  • Provide technical support in an effective and responsive manner to Staff and Elected Members.
  • Participate in the planning and implementation of the ICT Section’s work program, annual budget, and cost control.
  • Keep abreast of information technology evolution, in particular, Cloud solutions and identify opportunities for such technologies to be gainfully utilised by the Council
  • Identifying improvements to networks services and related support services, and responding promptly to all service-related incidents, liaising as necessary with the internal technical teams and external 3rd party providers to resolve issues efficiently
  • Testing and deploying new ICT systems to ensure proper operation and integration.
  • Flexibility regarding working hours and occasional unsociable hours.

In addition, some or all of the following product knowledge would be desirable:

  • Process automation and AD group policies
  • HP SimpliVity HCI technology
  • VMware vSphere
  • MS Office 365 Microsoft Azure.
  • Cloud Telephony Systems
  • Database management
  • Routing, Switching, VLAN, WLAN
  • Network probing, DHCP, DNS and general network configuration.
  • Information and security standards, ISO27001 or CIS Security Controls

Initial assignment duties will include the management of ICT service desk, Active directory and Azure administration, Server administration, license management, network administration and security, and the general support of end users, which all enable the efficient running and development of the Information Systems function.

The person will work under the general supervision of the Project leader, networks or his/her nominee and will work closely with other members of the ICT Team.

While the listing above sets out core components related to this post, staff may be required to undertake ICT work at a similar level in other areas of the ICT Department structure.
