Job Summary
Offaly County Council’s Information Communications Technology (ICT) department provides a wide range of ICT services to the staff of Offaly County Council as well as delivering front-line services to customers and elected members. Due to the dynamic nature of ICT and the changing business requirements within the Council, all ICT posts require a flexibility to work within in a variety of IT roles.
The Information Systems Project Leader (ISPL) is a senior management post within the department. The successful applicant will work closely with the Head of Information Systems in leading the planning, development, control and maintenance of local authority ICT. The ISPL will also be expected to contribute to the development and implementation of ICT policies and strategies within the local authority and work closely with staff, elected representatives, external agencies, service providers and relevant stakeholders to deliver services to the highest standard. The ideal candidate must therefore be a highly motivated person, with a strong sense of commitment to delivering quality public services, willing to take on a challenge.
The post is currently based in the local authority Head Quarters in Tullamore but requires support to be delivered to over 50 geographically dispersed local authority locations throughout the county including, municipal district offices, Libraries, Fire Stations, Water & Waste Water treatment plants. The ISPL will also be responsible for the efficient management, direction and deployment of resources to include day to day management of a unit within the IS Department. The nature of the post requires flexibility regarding working hours which may entail being available to work during unsocial hours including weekends.
The Role:
Purpose of the position;
This leadership role incorporates the design, procurement, implementation and support of both new and existing Business Applications, through engagement with internal stakeholders and third-party vendors to achieve the best outcomes for Offaly County Council.
Responsible for the management of complex Information Systems projects, Support and Development for Business Applications, Oversight on incident, request, and problem management.
Focus on Business Process improvement and Change Management.
Experience of carrying out Business Process Improvement and use of approaches such as LEAN and innovation tools and methodologies.
Manage an IT Business Systems Team as a customer focused service using ITIL best practices.
Work closely with the other IT project leaders in IT Operational Management.
To ensure that Offaly County Council’s ICT applications portfolio operates efficiently, performs to agreed targets, and delivers a secure and compliant platform for the Council to carry out its business.
To act as a senior internal ICT specialist, leading where necessary in the delivery of solutions to complex technical issues.
To support the strategic objectives of Offaly County Council.
To assist in the democratic mandate of the Local Authority through supporting the elected members.
RESPONSIBILITIES/DUTIES:
The duties shall include but are not limited to: -
The implementation and support for Cloud technologies including Microsoft Azure, Microsoft Dynamics CRM, Power BI, development of Power Apps and integration with a Microsoft 365 environment.
Management of an IT Business Systems team which are responsible for the support of the Council’s business systems and website (note the focus is on support and configuration of packaged solutions with limited software development).
Providing high level administrative support based on a thorough understanding of the overall workings and policy of a section.
Management of complex multi-disciplinary Information Systems projects and support for existing Business Applications.
Driving Process Improvement initiatives through the implementation of Change Management best practices and working with the new Systems Innovation role.
Database and application support; including extraction transform and load
Design, procurement, implementation and support of both new and existing Business Applications, through engagement with internal stakeholders and external third parties to achieve the best outcomes for Offaly County Council.
Representing the Council at a variety of meetings and user groups.
Budget preparation and management of same.
Attending inter-departmental meetings on behalf of the section to which you are assigned
Establishing and maintaining effective working relationships with external agencies as appropriate to the activities of the section.
Continuously monitoring existing procedures to ensure they comply with best practice and the development of new/improved procedures where appropriate.
Using ITIL as a framework to support improved customer service.
Policy review and formation.
Working on inter-departmental teams concerned with introducing organisational change.
To undertake any other duties of a similar level and responsibilities as may be required from time to time.
Perform other duties as assigned from time to time including deputising for other officers of the local authority, when required, and such duties as may be required in relation to the area of any other local authority.
