Description:

Cregg is recruiting a Programme Finance Officer to support the Programme Management Office in managing, accounting for, and reporting on all aspects of the FRP finances.

  • Provide financial governance expertise for all project managers. This may include assessing financial information for further development of the Project Costing Model, as required.
  • Continuously support improved operational financial management and financial governance arrangements and ongoing support and assurance to all Project Managers within the established governance structures.
  • In conjunction with the IFMS Project Manager, ensure the appropriate level of project governance and project controls are implemented, maintained and aligned to the Finance Reform Programme Governance.
  • Draft and keep under review the policies and procedures, to ensure any developments in financial management, analysis practices or changes in accounting and auditing standards are reflected in all policies and procedures, and ensure staff awareness.
  • Develop and maintain programme and project management and financial management quality standards including methodologies, tools, and templates to be used across the Programme.
  • Provide financial management support for the systems and processes within the Finance Reform/IFMS Programmes to ensure a robust control environment which is integrated with the HSE’s financial management systems where appropriate.
  • Monitor adherence to the relevant financial controls assurance processes within the PMO in accordance with the HSE Governance Framework.
  • Escalate financial governance concerns through Programme Management structures to the Programme Director and Programme Sponsor as appropriate.
  • Provide expert financial advice and decision support to Programme Management and governance and Project Managers in relation to budget management and funding available.
  • project-specific financial analysis, financial performance measurement, design, and operation of financial management systems, including accounting, financial reporting and auditing.
  • Provide on-going management of FRP Budget and IFMS Project Budget: Detailed preparation of the annual Estimates submission for the Programme for signoff and submission by Programme management.
  • Programme budget preparation, allocation and reconciliation.
  • Engagement with the Planning & Performance Unit on budget matters, as required.
  • Manage the finance inputs necessary to maintain the Project Costing Model to ensure that it is up to date, accurate, and reflects the totality of costs and funding, and to also ensure that the funding is reconciled with the SAP financial system as appropriate.

  • Analyse and assess project management and financial reports including risk and issue management.
  • Provide expert financial management support within the PMO to support and enhance the delivery of the Finance Reform Programme.
  • To manage the production of monthly, quarterly and annual financial statements, forecasts, analysis, controls assurance and procurement compliance assurance for the Programme and ensure that these processes are completed in line with the recommended timelines and good practice and maintain updates to the Project Costing Model in a timely manner
  • Preparation of monthly accruals and prepayments for review and signoff by the Programme Manage
  • Completion of periodic (monthly/quarterly/annual) financial reporting, forecasting and analysis for review and signoff by Programme management
  • Manage and maintain SAP/Corporate Financial Intelligence Cost Centres and Cost Element Hierarchy.
  • Liaise with internal and external audit as appropriate.
  • Provide support for Freedom of Information (FOI) / Parliamentary Questions (PQs), and other reporting and information requirements, as necessary.
  • Ongoing monitoring of all commercial arrangements with external partners to the Finance Reform Programme.
  • Co-ordinate approval and generation of System Integrator payments in line with project payment milestones.
  • Support IFMS Project Manager in reviewing Change requests and assessing cost impact on IFMS Project including risk allowance in line with capital and revenue requirements and standing financial instructions.
  • Provide secretariat support to the Senior Finance Team’s management meetings including scheduling, agenda management, minute taking and follow up on actions from SFT meetings.
  • Work as part of team to co-ordinate the Health & Safety compliance and implementation.
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.
  • Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
  • ACCA, CPA, ACMA, CIMA, ACA or an equivalent accountancy body in another jurisdiction
  • A track record of achievement in a financial analysis and reporting role within a large complex organisation, encompassing direct engagement with and influencing of senior decision makers.
  • Significant experience of working with and using IT systems and translating that usage into the production of management information.
  • Significant experience of working with SAP or an equivalent financial management system, as relevant to the role.
  • Proven experience in a Project and/or Programme Management environment assisting and supporting project delivery or proven experience in a Finance environment where assisting and supporting project delivery was a significant part of the role.
  • Have the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office
