The Central Bank of Ireland (Central Bank) serves the public interest by safeguarding monetary and financial stability and by working to ensure that the financial system operates in the best interests of consumers and the wider economy. The Central Bank is the national resolution authority (NRA) for Ireland, with the Resolution and Crisis Management Division (RES) having responsibility within the Central Bank for, inter alia, day to day resolution matters. In this capacity, RES is responsible for the orderly resolution of failing credit institutions, certain investment firms and credit unions.
RES manages resolution funds, used to support resolution actions, and prepares resolution plans, which can be activated in the event than an institution is failing or is likely to fail. RES comprises three functions, Financial and Crisis Management (FCPM), Policy and Implementation and Resolution Planning.

As a Resolution Analyst in the Planning team, you will be a key member of RES. You will have the opportunity to work with a wide variety of key stakeholders, not just a multitude of divisions, including supervisory teams, within the Central Bank but also with external authorities at both domestic and European level, such as the Single Resolution Board and the European Banking Authority.

  • Contribute to the Central Bank’s work: (1) undertake detailed research and analysis in order to draft resolution plans and resolvability assessments for Irish licensed institutions, as required, in accordance with the Bank Recovery and Resolution Directive (BRRD); and (2) participate in regular and ad-hoc meetings and dialogue with in-scope institutions, in order to ensure these entities are resolvable.
  • Contribute to the delivery of the RES’s annual work programme in furtherance of its mandate both domestically and in the EU as Ireland’s NRA.
  • Assist in the preparation for, and implementation of, resolution actions in respect of institutions that are failing or are likely to fail in order to ensure that their failure, or likely failure, with the aim of limiting contagion and negative effects to financial stability and the real economy.
  • Assist in the preparation of information and briefing documentation for senior management regarding the role of the Central Bank in its role as NRA.
  • Engage with key internal stakeholders within the Central Bank, such as supervisory and legal divisions, in fulfilling resolution related tasks.
  • To ensure there exists effective processes and procedures to execute resolution action on banks, in-scope investment firms, CCPs and credit unions, in order to ensure that the Central Bank can efficiently and effectively resolve failed or failing institutions.
  • A third level qualification (NFQ Level 8), preferably in law, finance, economics, risk, business or any subject indicating strong analytical skills.
  • A working knowledge of the Single Resolution Mechanism, the Bank Recovery and Resolution Directive (BRRD) and associated applicable national and European recovery and resolution legislation would be beneficial but not essential.
  • An aptitude for challenge through financial analysis and research skills.
  • Good planning and organisational skills.
  • Proficiency in the Microsoft Office suite (Outlook, Excel, PowerPoint and Word).
  • Interpersonal skills and teamwork are highly valued.
  • Strong written, verbal and communication skills.
  • Ability to handle confidential and sensitive information in a discrete manner.
