The Central Bank is the national resolution authority (NRA) for Ireland, with the Resolution and Crisis Management Division (RES) having responsibility within the Central Bank for, inter alia, day-to-day resolution matters. In this capacity, RES is responsible for the orderly resolution of failing credit institutions, certain investment firms and credit unions. RES manages resolution funds, used to support resolution actions, and prepares resolution plans, which can be activated in the event than an institution is failing or is likely to fail.

As a Resolution Associate in the Resolution Policy & Implementation role you will support the Resolution Policy Team in driving the resolution policy agenda domestically and internationally, working with a wide variety of key internal and external stakeholders and support the Central Bank in fulfilling its mandate as Ireland's NRA.
As a Resolution Associate in the Resolution Planning team, you will provide support in ensuring the resolvability of relevant Irish financial services institutions and have the opportunity to work with a wide variety of key stakeholders, not just a multitude of divisions, including supervisory teams, within the Central Bank but also with external authorities at both domestic and European level, such as the Single Resolution Board and the European Banking Authority.

  • Support Managers and Analysts in the collection, research and analysis of financial and other information to use in resolution policy development and/or in the annual resolution planning process.
  • Contribute to the delivery of the Division’s annual work programme, ensuring the Central Bank fulfils its resolution mandate both domestically and in the EU.
  • Engage closely with internal and external stakeholders to assess resolution policy and/or planning matters.
  • Positively contribute to a culture of collaboration and sharing at all stages in resolution policy/planning development.
  • Provide general administrative support for routine and ad-hoc tasks which may include minute taking, supervision of shared mailboxes, coordination of events/meetings and participation at meetings, etc.
  • Assist in individual resolution policy and planning projects assigned from time to time to meet with Divisional objectives.
  • Liaise with internal stakeholders within the Central Bank, including the Supervision and Legal Divisions, in a professional and expeditious manner in fulfilling resolution related tasks. Cooperate with other resolution and competent authorities, as appropriate, in ensuring the effective resolution of cross-border entities.
  • Assist in the development of policy position papers and other relevant documents, ensuring team members and senior management understand those documents, in order to facilitate the advancement of resolution policy.
  • Prepare and co-ordinate the delivery of high standard briefing documents and briefing packs for Central Bank attendees at international meetings relating to resolution policy.
  • Actively engage with institutions to further their resolvability and ensure impediments to resolvability are removed.
  • Prepare resolution plans and resolvability assessments for institutions, in accordance with the BRRD / SRMR / CCP Regulation and related technical standards and guidelines, with the objective of enhancing the resolvability of the institutions.
  • A third level qualification, preferably in law, finance, economics, risk, business or any subject indicating strong analytical skills.
  • An enquiring mind with analytical and information-seeking skills.
  • Strong written, verbal and communication skills.
  • An ability to organise tasks and manage time effectively.
  • Proficient in Excel, Word and PowerPoint.
  • Interpersonal skills and teamwork are highly valued.
  • Knowledge of the Bank Recovery and Resolution Directive (BRRD) and other relevant EU financial services legislation would be beneficial
