Description:


You will report to the Head of Division of PJ/INCO/SCPI. As (Senior) Sector Engineer/Economist you will work closely with colleagues in the Innovation Fund Unit in PJ/ENERGY, PJ/INCO, other PJ Departments and other Bank directorates, to ensure that all duties are performed in line with the Contribution Agreement, and with FI on disbursement matters.

You will need to work with a high degree of autonomy, maintaining contacts with the European Commission and the Climate, Innovation and Networks Executive Agency (CINEA) on Innovation Fund implementation and representing the EIB at high-level meetings and/or at external events.

The Innovation Fund was set up under the revised EU Emissions Trading System (ETS) Directive. The objective of the Innovation Fund is to support the development and deployment of innovative low-carbon technologies and processes across energy intensive industries, renewable energy, energy storage, transport, buildings, carbon capture and use (CCU) or carbon capture and storage (CCS) (the “Innovation Fund Sectors”).#

 


Accountabilities
 

  • Review eligibility of projects for support under the IF PDA mandate and assess the feasibility and maturity of projects, in order to screen them in or out, for future PDA activities.
  • Provide technical and economic assessment as well as advisory services to selected projects in line with the IF PDA mandate objectives and requirements.
  • Prepare Terms of Reference for the procurement of consultant services and supervise the implementation of the services in the context of IF PDA mandate.
  • Prepare high quality final PDA reports to be provided to the promoters, in line with the Contribution Agreement with the EC and the applicable procedures manual.
  • Provide technical inputs to the reporting and monitoring on the achievements of the technical assistance delivered and to the preparation of the annual work programme of the IF PDA mandate.
  • Propose improvements and updates of internal PDA procedures to increase the efficiency of the PDA activities.
  • Contribute to any European Commission or European Court of Auditors audits of the IF PDA by providing information and implementing any audit action points.
  • Track the evolution of the legal and regulatory framework related to the Innovation Fund and sectors covered under the Innovation Fund to ensure application of the most up to date requirements in the IF PDA.
  • Represent the EIB for the Innovation Fund in workshops with Member States and Promoters or other events which may include sharing of good practice guides and methodologies.
  • Undertake, as part of a multi-disciplinary team, the appraisal of the financial, economic, technical, and environmental viability of capital investment projects and programmes and the monitoring of EIB-financed projects in the Innovative Supply Chain and Process Industries sector, in line with EIB policies and procedures.
  • Produce sector and policy papers and represent the EIB at sectorial events as required.
     

Qualifications
 

  • University degree (minimum an equivalent to a Bachelor) preferably in economics, business, finance, engineering, or a related field.
  • Minimum 5 years of professional experience in Energy Intensive Industries (EII) or Cleantech manufacturing sectors (candidates with more senior experience would be highly preferred).
  • Knowledge in one or more of the following areas
  • Experience in one or more of the following areas
    • Providing technical support to projects related to Energy Intensive Industry and/or Cleantech manufacturing.
    • Procurement and management of technical support services for innovative projects related to Energy Intensive Industry and/or Cleantech manufacturing.
    • Developing client and stakeholder relationships, with industry representative bodies, EU institutions or government entities.
  • Strong organizational and time-management skills, with the ability to prioritize tasks and meet deadlines.
  • Strong analytical and problem-solving skills, with the ability to identify and evaluate complex technical issues.
  • Excellent communication and interpersonal skills, with the ability to work effectively with cross-functional teams, draft clear and concise reports and present clearly in public.
  • Ability to work independently and manage multiple projects simultaneously.
  • Knowledge and experience in the use of standard IT tools.
  • Excellent knowledge of English and/or French (***), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage)
