Kilkenny County Council provides services to a population of over 103,000 citizens in County Kilkenny in areas of housing, roads, transportation, planning, environment, economic and community development, tourism, libraries, fire and emergency response, parks, amenities, heritage, arts and water services.

The Council operates within an annual revenue budget of €96 million and a multi-annual three-year capital budget of €160 million.

An opportunity now exists in Kilkenny County Council for the position of Senior Executive Architect.

The Senior Executive Architect will work as part of the Multi-disciplinary Housing Capital team delivering architectural services primarily to the Housing Section and also to the wider Local Authority.

Reporting to the Senior Engineer, or such other designated person(s) as may be assigned from time to time, the post holder will deliver a programme of architectural work relating to housing delivery and provide advice to the Council on all architectural matters.

The programme of work may include responsibility for the design, construction and sourcing of social housing through various delivery mechanisms, procurement of design teams and contractors, the construction/ refurbishment/ extension /adaptation of social housing accommodation including the energy efficiency retrofitting of existing social housing and other climate improvement measures, construction and refurbishment/ management of Council property, sourcing and assessment of sites and land for social housing and other Council related uses and architectural advice as well as leadership, staff management and input to the positive development of the Council.

The successful candidate will:

  • hold a professional qualification in Architecture, that is prescribed under the Building Control Act 2007, or a qualification in Architecture that is equivalent to a qualification so prescribed in Section 14 of the Building Control Act 2007 and;
  • be eligible for registration as an Architect under the Building Control Act 2007 without requiring further assessment. Any appointment by the employing local authority will be subject to registration under the Act;
  • have at least five years satisfactory relevant experience of architectural work;
  • have experience in the design of buildings, the preparation of sketch plans, working drawings, details and specifications;
  • have knowledge of the principals of Urban Design and planning policy and practice;
  • have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
